TML Weekly calls on everyone to support and participate in the actions to oppose the Third Halifax International Security Forum (HISF) to be held at the Westin Nova Scotian Hotel from November 18 to 20. For the third year in a row, a rally is being held Saturday, November 19th, at 1:00 p.m. at the renamed Peace & Freedom Park (Cornwallis Park) across from the hotel to condemn the “forum.”.
While the HISF has yet to divulge an official list of participants, a cursory glance at the participants in the two previous forums shows that there will be heavy participation from the U.S., including academics, military leaders and politicians, along with representatives of member countries of the U.S.-led NATO aggressive alliance, the Israeli Zionists and other countries who wish to subordinate national sovereignty to the strategic interests of the imperialists.
The conference will discuss the future of the NATO alliance, “security initiatives in the Middle East, revolutions, responsibility to protect and making better use of resources to deliver on key security and defence commitments,” according to a government press release. This is all looked at from the perspective that as the world’s sole superpower, the U.S. is free to dictate to the peoples of the world as it pleases.
This imperial outlook is confirmed by the forum’s agenda.
The first plenary session, “What’s Changed Since 9/11?: Our Enemies? Ourselves? The World?” is followed by three other sessions on the opening day: “The Chinese Century: Do We Prepare? Or Can We Prevent?,” “Iran: Pivot of the Middle East?” and “Beyond Borders: Transnational Trafficking and Crime.”
On the second day, the first plenary sessions focus on the “responsibility to protect” and the so-called Arab Spring. The fourth session is listed only as “(It’s the Economy, Dumb Eggs)” followed by a plenary on the United States, which asks “Super Power, Super Enabler or Stay at Home Parent?” “But, Can We Afford It? Smart Security in the Age of Less” is the question posed by the next plenary, with no elaboration as to who or what are the “we” and the “it.”
“Pakistan: Serial Proliferator or Serious Partner?,” “Fixing the Fixable: Middle East Peace” and “The Heat Is On: Dangers of a Warming World” are sessions on the last day, followed by the final plenary sessions: “NATO, My Kind of NATO?: CHICAGO 2012” and “It’s That Time: Sharing Global Responsibility.” The question of responsibility for what is left in the shade.
The HISF website informs that it was founded in 2009 as a program within the German Marshall Fund of the United States. “Now an independent organization, Halifax International Security Forum continues to be funded by a generous grant [of $7.5 million for the next three years] from the government of Canada,” the website adds. The imperialist notion of “independence” promoted by the HISF is quite telling. Elsewhere on the website, this so-called independent body states that it is “a non-profit, non-partisan organization based in Washington, D.C.”
People across Canada and especially Haligonians must denounce Canada’s subservience to U.S. plans for aggression and war. In the wake of NATO’s ongoing occupation of Afghanistan and its brutal crimes in Libya, it is unacceptable that Halifax, or any Canadian city, be used as a venue to plan further crimes against the peace and the peoples of the world.

Third Halifax International Security Forum tramples rights in the name of security
In November 2009 and November 2010 Haligonians mounted vigorous protests against the First and Second Halifax International Security Forums.
TML calls on everyone to support and participate in the actions to oppose the Third Halifax International Security Forum (HISF) to be held at the Westin Nova Scotian Hotel from November 18 to 20.
Past participants in the event have been a rogue’s gallery of active war criminals from the ranks of the U.S., the big European countries, the Zionists, as well as representatives of member nations of the aggressive NATO alliance. It makes clear that the type of “security” promoted by this conference is in keeping with the so-called responsibility to protect doctrine and other euphemisms to justify the use of force to settle conflicts and that might makes right. Based on past experience, there will be large number of U.S. government officials present, as well as various Canadian officials and experts, which indicates that part of the aim is to subsume Canada into U.S. imperialist war preparations.
While the agenda and participants in this year’s meeting have yet to be announced, news agencies report that it will discuss the implications of the Arab Spring and lessons learned from the 9-11 terrorist attacks on the United States in 2001. A press release from the Ministry of Defence states that the conference will discuss the future of the NATO alliance, “security initiatives in the Middle East, revolutions, responsibility to protect and making better use of resources to deliver on key security and defence commitments.” It has also been announced that the federal government will spend $7.5 million to fund the Halifax International Security Forum for the next three years.
The choice of Halifax as the venue for this security conference is no accident. Halifax and its harbour have long held strategic significance for the imperialists and their monopoly interests. It is one of the largest natural harbours in the world and is North America’s easternmost port of call with transcontinental rail connections. In World War One, Halifax was central to the British imperialists’ war effort, which had a dramatic and drastic price for Haligonians. The Halifax Explosion of December 6, 1917 – caused by a fire on a munitions ship and the most destructive man-made explosion before the atomic bombing of Hiroshima – killed some 2,000 residents, wounded another 7,000 and destroyed the housing stock of half the city’s population. The area around Halifax harbour was at that time where most of the city’s working class, its main African-Canadian and First Nations populations lived.
The conference has been met with growing opposition by Haligonians and groups across the Maritimes. This year, in a cynical and pathetic manner, Defence Minister Peter MacKay attempted to promote this war-planning meeting and gathering of war criminals as an economic boon to Halifax. “At a time of year when the city’s tourism is starting to slow down, this forum provides activities, revenue for restaurants, hotels, taxi drivers,” said MacKay during a recent press conference at the Westin Hotel. “All of this will certainly get a boost and it puts Halifax on the lips of decision makers around the globe.” This is a vile suggestion that the profile of Halifax will be raised because of hosting a meeting where further plans for invasions, occupations and other war crimes will be planned.
The people of Halifax have long rejected the use of their city and harbour to embroil Canadians in imperialist adventures abroad. Under the slogan “No Harbour for War,” they vigorously oppose the presence of U.S. warships and war criminals who consider their city as annexed colonial territory where they may come to do as they please, while quisling Canadian governments facilitate them.
