Militarization of the USA: two items

110319-USDCAntiwar-Xinhua-02cropBarack Obama is increasingly referred to as Commander in Chief, as Gen Colin Powell, former Secretary of State and Chairman of the Joint Chiefs of Staff, did in the recent election. Obama must make certain the public treasury can be utilized for U.S. war aims in conditions where the economy is not recovering. His regime is also paying first rate attention to the home front, as the revelations of the broad scope of spying on Americans illustrate. Obama also drew support from Michel Bloomberg, Republican mayor of New York, which boasts what he openly called one of the “largest armies” in the country, referring to the highly armed New York Police Department (NYPD) and large bureaucracy of city government. The NYPD, which also works directly with the CIA, has its own tanks, helicopters and missiles. Obama thus has his forces in control of both Chicago and New York City and their massive police forces. The following two items illustrate how, as the current cold civil war within the USA between factions within the ruling circles is going hot, the American state is preparing its military and police forces on the home front to keep the people repressed while keeping the union whole. Or at least that is what the rulers hope.

Pentagon prepares doctrine on using force on American soil

Secrecy News – THE Posse Comitatus Act of 1878 generally prohibits military forces from performing ordinary civilian law enforcement functions such as arrest, surveillance, interdiction, search and seizure.

But a newly updated Department of Defense doctrinal publication notes that, despite this prohibition, “There are several forms of direct assistance to civilian law enforcement by military personnel that are permitted under the Military Purpose Doctrine. The Military Purpose Doctrine provides that law enforcement actions that are performed primarily for a military purpose, even when incidentally assisting civil authorities, will not violate the PCA [Posse Comitatus Act].”

These may include investigations related to the Uniform Code of Military Justice, enforcement actions on a military installation, and measures to protect classified military information or equipment, among others identified by the DoD document.

The publication broadly addresses crisis response, support to law enforcement, and other forms of assistance. See “Defense Support of Civil Authorities,” Joint Publication 3-28, July 31, 2013.
The publication introduces a new addition to the DoD lexicon: “complex catastrophe.”

A complex catastrophe (which may “magnify requirements for defense support of civil authorities”) is defined as: “Any natural or man-made incident, including cyberspace attack, power grid failure, and terrorism, which results in cascading failures of multiple, interdependent, critical, life-sustaining infrastructure sectors and causes extraordinary levels of mass casualties, damage or disruption severely affecting the population, environment, economy, public health, national morale, response efforts, and/or government functions.”

Police increasingly invading, not protecting, America

050120.nobush.d.c.095Michael Snyder, Activist Post – Increasingly, police departments all over the United States are being transformed into military-style units.  These days, even very minor violations of the law can result in a SWAT team raid.  The following is from a recent article by John Whitehead of the Rutherford Institute

Consider that in 1980, there were roughly 3,000 SWAT team-style raids in the US. By 2001, that number had grown to 45,000 and has since swelled to more than 80,000 SWAT team raids per year. On an average day in America, over 100 Americans have their homes raided by SWAT teams. In fact, there are few communities without a SWAT team on their police force today. In 1984, 25.6 percent of towns with populations between 25,000 and 50,000 people had a SWAT team. That number rose to 80 percent by 2005.

But it is not just local police departments that are being militarized.  This is happening on the federal level as well.  In fact, according to Whitehead even the Department of Education and NASA now have their own SWAT teams…

When it comes to SWAT-style tactics being used in routine policing, the federal government is one of the largest offenders, with multiple agencies touting their own SWAT teams, including the US Fish and Wildlife Service, Consumer Product Safety Commission, NASA, the Department of Education, the Department of Health and Human Services, the US National Park Service, and the FDA.

What in the world does NASA need a SWAT team for?
