Fifth of a series on the 2020 Halifax International Security Forum
The Halifax International Security Forum (HISF) – NATO-sponsored and U.S. organized – is highlighted by the orchestrated promotion of a confrontal strategy against China. We are printing below in its entirety two items by Michèle A. Flournoy, who is reportedly on the short list for Biden’s top Pentagon post. Her views are neither unique nor exceptional and remarkably bleak. They express a palpable desperation about the dilemma of U.S. national security doctrine. Continue reading
Parliamentary subcommittee continues to advance pretexts for regime change | MARGARET VILLAMIZAR
On May 16, the Subcommittee on International Human Rights of the House of Commons Standing Committee on Foreign Affairs and International Development met to hear witnesses speak on “the deteriorating situation in Venezuela.” A good part of the discussion centred on how Canada could help “rescue democracy” in that country. “Who asked the Guardian to write such a dreck admiring piece of these Jihadist? Who gave them direct access to these terrorists? Under what conditions and to what purpose?”
Anglo-American and Israeli strategists have begun proposing using jihadists in the struggle against the jihadists of ISIS, which has become much too powerful. According to a March 9 article of the Foreign Affairs journal of the US Council on Foreign Relations, the al Qaeda should not be allowed to be further weakened. It must be allowed to continue to exist to keep its supporters from defecting to ISIS. Thus the terrorist organization should be kept “afloat and [Aiman az-] Zawahiri alive” (Barak Mendelsohn, Accepting Al Qaeda). Jihadists are only being fought, if they become too powerful – as in the case of ISIS – or if they begin to attack western targets. Otherwise, their destructive potential is considered a western secret asset in its war on common enemies. – TS
MOON of ALABAMA
(June 11) – This long read in the Guardian is the next attempt to beautify AlQaeda as the “moderate” Islamists that deserve our support. Meanwhile the Wall Street Journal suggests to “reach out” to AlQaeda in Syria and that it should be “wooed rather than bombed.” Continue reading

THE energy ministers of the U.S., Mexico and Canada met in Washington, DC on December 15, to discuss the further integration of the “continental energy market.”
U.S. Secretary of Energy Ernest Moniz, Mexican Secretary of Energy Pedro Joaquin Coldwell and Canadian Minister of Natural Resources Greg Rickford issued a joint statement. In it, they confirmed their commitment to implement the agreement to address the issue of energy as a “trilateral priority” arrived at in February 2014 at the North American leaders’ summit in Toluca, Mexico.
To a startling degree, when you see discussions about the economic policies of other countries in the US press, you’re reading fantasy stories about imaginary lands where peoples are rewarded or punishment according to their adherence to the free market faith, writes Jim Naureckas*, FAIR. Whether it is Venezuela, Cuba or Iran you can read articles about how the economy is in shambles. Every year. In fact, the economy of any country that stands up to the US happens to be in shambles.
(Jan. 14) – FAREED ZAKARIA presented what he called “another installment of ‘How to Ruin Your Economy in Five Easy Steps’” on his GPS show on CNN(1/12/14): “Last time, Venezuela ticked off all the boxes, but we found another country that is following the same sad path.”
That country was Argentina, which Zakaria criticized for following Venezuela’s lead in “attacking big business,” allowing “restrictions on global trade” and so forth – the basic neoliberal critique of developing economies. Zakaria ends with the moral: Continue reading
An analysis of the U.S. military industry ties of ‘experts’ and think tanks who ‘debated’ intervention against Syria
The following report documents the military industry ties of 22 U.S. media commentators and seven major think tanks that participated in media warmongering and disinformation on Syria. They are deliberately paraded as neutral, independent, non-partisan and “third party experts” to confuse the people and put them out of action. These conclusions are not unique to the USA. The disinformation of these media commentators are also widely broadcast in Canada. Stephen Hadley and numerous other individuals and organizations cited in this report are the same high-profile touts of U.S. imperialist strategy invited to present at the annual Halifax International Security Forum aka Halifax War Conference, which increasingly dictates the policy of the Canadian state. Furthermore, a 2001 study of role of Canadian “experts” and think tanks in advocating the “war on terror” in the Canadian media by Shunpiking Magazine revealed a similar modus operandi. – Tony Seed) (download pdf of report)
Public Accountability Initiative (Oct. 11, 2013) – DURING the public debate around the question of whether to attack Syria, Stephen Hadley, former national security adviser to George W. Bush, made a series of high-profile media appearances. Hadley argued strenuously for military intervention in appearances on CNN, MSNBC, Fox News, and Bloomberg TV, and authored a Washington Post op-ed headlined “To stop Iran, Obama must enforce red lines with Assad.” Continue reading

This article is part of an ongoing investigation into the Halifax International Security Forum (HISF), which was formed in 2009 as a covert arm of the U.S. state that presents itself as an “independent” and “non-partisan” body with quasi-permanent status. It was originally published on November 21, 2013 and revised on April 15, 2014; November 17 and 21, 2014; February 17, 2016; and February 28, 2021.
Topics at the 2014 HISF Forum include: “Pipeline Corridors: The Geopolical Role of Energy Infrastructure.” Given that one of the opening plenary sessions is titled “O Say, Can’t You see? The Indispensable Role of the Exceptional Superpower,” one must ask, what is behind this?
THE Halifax International Security Forum (HISF) aka the Halifax War Conference was formed in 2009 by the Washington-based German Marshall Fund and the Harper ruling clique as a parallel body to established agencies of the Canadian state such as the departments of foreign affairs and national defence. The U.S. board of directors of the HISF includes three members of the Council of Foreign Relations (CFR), the president of Freedom House, and two experienced agents with the National Endowment for Democracy, whose work in subversion throughout the world is nefarious and well-documented. The programmatic work of the CFR, which is also the “media partner” of the HISF, for the integration of Canada into the United States, has also been well exposed. Continue reading
The amoral purveyors of “goodwill,” the “moral imperative” and “human interventionism”
An authoritative American news source has carried an interesting “gossip” story:
National Enquirer (Oct. 16): – HLLARY Clinton has blasted Angelina Jolie as a “fake” and a “home-wrecker,” according to an insider who predicts that the simmering tension between the two powerhouse women will soon explode!
The former first lady is said to have bared her claws at the Hollywood femme fatale after learning that Angelina wanted to seduce her husband, former president Bill Clinton. And the friction has grown worse in recent years as the two became prominent in international politics – Angelina as a United Nations goodwill ambassador and Hillary as President Obama’s secretary of state. Exposé: The attack on Malala Yousafzai, a 15-year-old Pakistani schoolgirl, this past October evoked worldwide condemnation. From U.S. President Barack Obama to UN Secretary General Ban Ki-moon, all condemned the attack. The respected Toronto journalist Zafar Bangash raises a central question: why is Malala given so much prominence when other attacks on girls in Pakistan and Afghanistan go virtually unnoticed? At the 2011 Halifax International Security Forum
ESTABLISHED four years ago, the Halifax International Security Forum (HISF) is taking place November 16-18 at the Westin Hotel. Warmongers from as many as 50 countries are joining Peter MacKay and some 300 others at the Forum “to learn from each other, share opinions, generate new ideas, and put them into action.”
Once again this year, the organization No Harbour for War, joined by others, has come forward to say, “It is unacceptable that Halifax, or any Canadian city, be used as a venue to plan further crimes against the peace and the peoples of the world.” Continue reading

HALIFAX, the principal NATO port on the North Atlantic and the headquarters of Maritime Command, is hosting yet another “Halifax International Security Forum” (HISF) on November 18-20. For the third year in a row, three hundred hand-picked militarists will be occupying the luxurious Halifax Westin Hotel at the expense of the Canadian taxpayer.
The Harper government has advanced $7.5 million of public funds to a private Washington-based organization comprised of five individuals — four of them American citizens — in an unsourced contract to organize the “Halifax” conference over the next three years. Participation in the HISF is by invitation only; the Canadian people are excluded. Many of the sessions are classified as “off-the-record.” Continue reading
THIS indepth article by RICK ROZOFF of STOP NATO elaborates the most important features of the imperial agenda of the Obama Administration, particularly its so-called new security doctrine, to be adopted at the upcoming NATO Summit in Lisbon, Portugal, November 17-19. Along with profiling the imperialist cadre behind NATO in the USA and their links, it also deals with the retasking of the NATO bloc on a global basis, in which the Harper government is embroiling the Canadian people. It is published as background information on the Halifax International Security Forum, organized by the German Marshall Fund of Washington, which is interlinked with the Atlantic Council of NATO, and wholly funded by the Canadian Department of National Defence and the Atlantic Canada Opportunities Agency.
